Job Summary
Supports the commercial aspirations of the organization by liaising with suppliers and internal stakeholders to align and memorialize third party engagements. Provides direct oversight and relationship management for suppliers providing Decentralized Trial Solutions (in-home clinical trial support), including laboratory network solutions (LNS) and all other third party lab engagements. Collects, analyzes, and interprets financial information and applies learnings toward planning and executing of Decentralized Trial offerings and other programs as assigned; conducts financial analyses of proposals and their suitability; understands and applies financial principles; works collaboratively with the Finance function to establish, contribute to, and monitor EBITDA and CapEx financial impacts. 
Identifies, develops, manages and facilitates effective supplier relationships to meet the organization's assurance of supply, quality, service, cost, regulatory and innovation support goals.
Identifies business requirements and subsequently develops appropriate sourcing strategies.
Established, productive, professional individual contributor that works independently with limited supervision. 

RESPONSIBILITIES 

  • Identify opportunities from vendor expenditure, and under supervision instigate and lead Procurement processes to realize benefits.  
  • Assume ownership of  Decentralized Trial Solutions category by planning and effectively implementing third party services which support continued growth and profitability
  • Ensure adherence to the IQVIA corporate purchasing policy which encourages vendor competition and competitive terms.
  • Extract spend data and other commercial information from financial systems or other databases and create various reports in multiple formats.
  • Extract vendor spend files and other analyses to create baselines for key purchasing categories and/or responsible areas.
  • Work with functional stakeholders to identify requirements, establish the Procurement process steps and timetable for completion of the projects.
  • Identify and coordinate with key team members for Procurement processes, obtain support from stakeholders and create requirements for purchasing exercises.
  • Benchmark and validate opportunities by utilizing Requests-for-Information and prepare and issue competitive Requests-for-Proposals.
  • May act as contact point for local site purchasing activity and provide support with purchasing activity as necessary.
  • May act as contact point for certain Procurement categories and/or geographies
  • Understand and apply comprehensive supplier contracting principles
  • Negotiate commercial terms with suppliers and liaise with Legal as required to assure risks/benefits of third-party engagements are comprehensively addressed.
  • Design, configure and apply vendor management processes. Monitor and collect vendor performance reporting and prepare vendor performance assessments for internal distribution.
  • Ensure purchase orders comply with contract terms and work to improve the efficiency of the purchase- to-pay process.
  • Perform other duties as assigned.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor's Degree 5 years' experience of which two should be in purchasing, supply chain management, or materials management

    or equivalent combination of education, training and experience.

    Typically requires 3 - 5 years of prior relevant experience.

  • Requires advanced knowledge of job area, and broad knowledge of other related job areas, typically obtained through advanced education combined with experience.

REQUIRED KNOWLEDGE,SKILLS,AND ABILITIES

  • Knowledge of purchasing methodologies, principles, theories, processes and practices.

  • Working knowledge of MS Office applications.

    Knowledge of Financial and Procurement technology solutions (Coupa, Peoplesoft, Oracle Cloud)

  • Strong analytical and numerical skills.

  • Ability to identify financial issues and execute mitigating actions.

  • Ability to prioritize and coordinate multiple work requirements to meet deadlines.

  • Ability to establish and maintain effective working relationships with co-workers, managers and clients.
