Head of Governmental Affairs, Europe

The key objective of the EU Head of Governmental Affairs is to position IQVIA as a key partner to drive healthcare forward and to establish strategic government engagements within the EU institutions and bodies and the surrounding political ecosystem.

Responsibilities

  • Identify business opportunities resulting from EU Commission initiatives and legislative processes; position IQVIA strategically.

  • Establish an early warning system for business-critical legislation processes on EU level.

  • Identify issues and opportunities, quantify their impact for stake-holders and IQVIA; monitor proceedings of the EU bodies (commission, council and parliament).

  • Establish regular contact with politicians, political advisers, civil servants, non-departmental public bodies or regulators to keep them informed about IQVIA’s work and policy concerns.

  • Prepare summaries, monitor legislative initiatives and analyze related position papers and drafts.

  • Creation of a digital information platform for IQVIA relevant information within the IQVIA ecosystem.

  • Drive IQVIA business at EU level with the support from subject matter experts. Write or edit submissions to government, EU or regulator consultations.

  • Orchestrate virtual teams (regional and in-country gov. affairs teams, project related subject matter experts, senior executives, …).

  • Identify and map stakeholders; create and execute engagement plans together with teams, mentioned above.

  • Host roundtables with business functions to inform about regulatory changes, exchange ideas and best practices.

Profile

  • A successfully completed university degree in communication, politics, medical, technology or other related fields.

  • A minimum of 10 years’ experience in Policy, Public & External Affairs and/or Communication roles.

  • A network within the EU institutions (incl. Directorates-General), political parties, and ministerial cabinets as well as in-depth knowledge and/or experience of the healthcare and life sciences sector are mandatory requirements. Herewith demonstrating the ability in building and maintaining networks that are relevant to IQVIA.

  • A similar relationship network as above within a key EU member state.

  • Demonstrated knowledge of health environment matters in the European Union and its political landscape as well as its link to member states policy making.

  • Influencing, negotiation and people management skills. Ability to convince others of own ideas, lead without direct authority; orchestration of diverse subject matter teams and country level governmental affairs teams.

  • Teamwork and cross-functional coordination: proven competence and experience in managing sensitive cross-corporate networks.

  • Excellent analytical skills. Capacity to link IQVIAs position and strength with the policy agenda; develop convincing argumentation.

  • Excellent communication skills with people at all levels; high standard of written and oral communication; developed presentation skills (in English, and at least one other language).

  • Hands-on, with conceptual skills and an ambition for innovation.

  • Strong command in English with fluent knowledge of French or German (verbal & written).

  • High learning ability, eagerness to grow, long term vision and strategic thinking.
