Senior Data Permissions & Contracts Manager

We are recruiting for a brand new role here at Parexel! We are looking to hire a Senior Data Permissions & Contracts Manager, who will proactively understand, interpret and represent Parexel’s data use objectives in contractual agreements for Parexel, our clients and our data partners.
You will be responsible for:
Accountability Supporting Activities
Data Use Agreement Oversight
• Oversight and management of the development of data use agreements that support data use solutions
• Key facilitator for the development and delivery of data use agreement solutions with internal and external stakeholders
• Partners with internal and external stakeholders on data use negotiation models required for intended use of data
• Supports the wider understanding and implementation of Parexel’s data use strategies across stakeholder groups
• Development and maintenance of standard language, negotiation parameters and document templates to be used to establish data use permissions.
• Support the expansion of data use agreements through the various departments responsible for contractual negotiation.
• Assisting the Parexel SDO, Contracts and Legal teams in setting up and maintaining data access and compliance process, procedures and training including governance and risk processes.
Contracts Negotiation • Identify and implement methods to establish data use permissions consistent with industry standards and compliant with regulations
• Directly engage in data use contract development and agreement on prospective and awarded work
• Provide expert operational support services on contract documents; ensure accuracy and appropriateness of contract language
• Identify issues and client requirements
• Negotiate MSAs, data use agreement language etc. as necessary to support Parexel business
• May serve as primary client contact during the negotiation phase
• Communicate legal and data access and compliance issues in contracts or associated documents with other departments
Communication • Lead regular meetings/calls with internal and external stakeholders to ensure progress and pro-active decisions / solutions development on data use contracting strategy
• Ensure multiple stakeholders can easily access information that communicates status with clarity
• Support efforts in training and implementation of the data use strategy across the organization QualificationsSkills:
• Excellent oral presentation and written communication skills
• Excellent negotiation skills including ability to lead negotiations with clients
• Strong customer focus (internal and external)
• Advanced ability to work both independently and as part of a team
• Demonstrate initiative and organizational skills; ability to work detail-oriented with proven ability to effectively manage changing priorities
• High-energy, hands-on, results oriented, working style; able to set priorities and drive operational change
• Fluent in English, oral and written
Knowledge and Experience:
• Broad exposure to data use agreements in the life science and health care sectors
• Data use agreement experience in the United States and Europe, global preferred
• Current in data privacy law and the working practices/ industry standards in the life science sector
• Successful track record of obtaining permissions to use clinical data for reasons beyond those for which it was initially collected
• Demonstrable expertise and experience in navigating global regulatory and legal frameworks with regards data access, permissions and compliance from a contractual perspective
• Experience establishing contract language standards and templates on data use
• Experience defining process requirements for the effective, efficient negotiation of contracts or agreements
• Successful track record helping to drive change in data use in an organization
• Fluency in communicating with small, medium and large academic institutions and non-profits
• Experience in dealing with government institutions or their offshoots that collect and control data
• Understanding of GxP standards and practices
Education:
• Bachelor’s degree or equivalent required
• Advanced degree in Life Sciences, Law, Business or equivalent preferred
