Responsibilities:

  • Proactive management of ICON’s compliance posture including risk identification and mitigation as well as coordination with cross-functional departments to implement scalable, sustainable solutions
  • Conduct review of Requests for Proposals (RFPs) to perform a risk assessment and ensure ability to comply with proposed terms and conditions; review proposal deliverables to ensure quality and compliant proposal delivery·
  • Conduct review of myriad contractual documents including non-disclosure agreements, teaming agreements, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, task orders, standalone contracts, and vendor agreements associated with US government funding
  • Responsible for coordination with functional areas and key stakeholders to ensure timely and efficient management of the contract flow for client, subcontract, and site contracts in such a manner that is compliant with ICON and legal guidelines, delivered in the required quality, and within the agreed timelines
  • Create and negotiate applicable flow down terms and conditions for associated vendor and site contracts
  • Track overall US government funding portfolio to identify both project timelines, funding, and compliance requirements
  • Manage appropriate reporting requirements for assigned Government contracts, including 1st Tier Subcontractor, Contractor Manpower, Small Business Subcontractor, Property, IP and ICE Model Submission, as needed, and assisting with the Government contract close-out process
  • Maintain corporate registrations as required by the US government, including SAM.gov
  • Monitor U.S. government contracting industry updates, changes, and emerging issues to ensure continued compliance with and preparedness for industry evolution
  • The employee is expected to recognize the importance of and embrace a culture of continuous process improvement with a focus on streamlining our processes, adding value to our business and meeting client needs.
  • To be collegiate and supportive in the sharing of knowhow developed and gathered in the course of the role.

What you need:

  • BA/BS from accredited school, advanced degree preferred
  • Qualified lawyer, with at least 2 - 5 years’ experience working in a fast paced and demanding compliance or public procurement role for a top-level law firm or a top multi-national organisation operating in a well regulated sector, or similar experience working in a commercial contracts role for a leading regional or international law firm or a leading multi-national organisation.
  • Experience in or knowledge of US government contracting requirement is not an essential requirement but knowledge of this area, including with respect to Federal Acquisition Regulations (FAR) and agency supplements, Cost Accounting Standards (CAS), DCAA and DCMA policies and procedures, audit programs and associated internal control requirements and GSA schedules and commercial pricing, would be an advantage
  • Experience in complying with regulation and managing compliance with the requirements of public bidding processes or other procurement processes required in respect of contract awards made by government or public agencies
  • Full Professional Proficiency in English
  • Working knowledge of commercial contracting concepts including familiarity with CRO industry contractual and compliance matters preferred
  • Track record of following, implementing and owning internal guidance, templates and playbooks and providing detail-oriented services to internal or external clients.
  • Advanced written and oral communication skills; demonstrated ability to lead client and executive engagements and succinctly communicate complex technical and compliance matters to various audiences in an easily digestible manner; ability to obtain business commitment and support from executive level leadership as required
  • Strong business acumen with the ability to clearly recognize risk elements in business transactions
  • Experience in establishing and developing policies and procedures as well as implementing either changes to existing processes or implementing new processes as needed to ensure efficiency, effectiveness, and compliance
  • Strong capability to work under pressure, to tight timelines, and under their own initiative, both independently and within a highly collaborative team environment
  • Proactive, with the ability to self-organize and multitask in a fast-paced environment while maintaining strong attention to detail and ability to produce high quality work product
  • Excellent project management and organizational skills; including ability to prioritize tasks, meet project deadlines of competing priorities, and manage multiple engagements simultaneously
  • Robust analytical, critical thinking, and innovative problem solving skills
  • Knowledge of contract language, budget development and negotiations
