PURPOSE

Manage all aspects of Purchasing initiatives across different business functions to realize benefits.  Ensure adherence to the IQVIA Transactional corporate purchasing policy which encourages vendor competition.   

RESPONSIBILITIES

Manage staff, if applicable based on resourcing requirements related to the complexity of the category or function assigned, in accordance with organization’s policies and applicable legislation. Responsibilities include planning, assigning, and directing work; appraising performance and guiding professional development; rewarding and disciplining employees; addressing employee relations issues and resolving problems. Approve actions on human resources matters, including salary administration.

If applicable, appropriately handle personnel issues, conflict management, define goals that increase knowledge and skills of staff, and define staff expectations, consulting and taking advice where necessary.

May contribute to discussions on implementation of purchasing strategy on a regional basis and implement objectives, as appropriate.  Ensure staff have a consistent understanding and positive impression of business strategy for regional and global objectives.

Provide leadership and management of purchasing projects from conception through deployment.  Establish project budgets, resource plans, milestones, tracking metrics, and success measures.

Extract spend data from accounts payable or other databases and prepare spend analysis by category in various formats to highlight potential opportunities. Extract spend files from vendors to create baselines spend for key purchasing categories.

Prepare and present purchasing recommendations to purchasing management and stakeholders.

Benchmark and validate opportunities by Requests for Information, and prepare and issue competitive Requests for Proposals.

Build relationships with internal stakeholders to identify purchasing opportunities and programs from business plans.

Work with stakeholders to manage vendor relationships using agreed scorecard methodology where applicable to drive continuous improvement (price, service levels, new ideas etc.).

Create purchasing plans, priorities, change programs and agree and implement vendor management programs.

REQUIREMENTS

Bachelor´s degree – preferably in Finance or Business Operations.

Practical knowledge in leading and managing the execution of processes, projects and tactics within one department or multiple related departments.

10 years' experience of which 5 should be in supply chain management, materials management, purchasing or procurement including previous line management experience.

Knowledge of purchasing methodologies, principles, theories, processes and practices.

Knowledge of MS Office applications.

Knowledge of purchasing tools (Coupa, Oracle, Peoplesoft Financial)

Strong analytical and numeracy skills.

Ability to identify financial issues, develop and execute mitigating actions.

Effective verbal and written communication skills.

Well-developed influencing skills.

Ability to manage conflicting priorities.

Ability to establish and maintain effective working relationships with co-workers, managers and clients.
