Director/Associate Director, Client Contracts & Compliance

Manage and direct Contracts and Proposals teams, to efficiently produce accurate and timely Proposals, Contracts, Change Orders and Charge out rates, ensuring customer expectations are achieved.

Daily Responsibilities:

  •     Maintain detailed, organized, and auditable contracts files
  •     Maintain an audit file for each contract which will include original contract, all correspondence, changes/deviations, amendments, and clarifications
  •     Review all incoming documents prior to the signature including NDAs, Teaming Agreements, PO Terms and Conditions, Contracts, Subcontracts, etc., and advise management of any issues or concerns, and provide recommended modifications
  •     Ensure that the company is in compliance with legal requirements and government regulations related to maintaining a business in good standing
  •     Prepare contract briefs summarizing contractual requirements as needed
  •     Prepare, disseminate information, and train appropriate employees regarding contract status and facilitate contractor meetings
  •     Perform contract closeout activities as needed
  •     Prepare subcontract change notices, monitor subcontractor performance, including the reporting and status of subcontractor deliverables
  •     Look for opportunities for process improvement in the contracting process and present to management for approval to implement
  •     Develop and maintain excellent customer relations
  •     Compile and analyze data, and maintain historical information
  •     Manage, participate in and/or conduct contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
  •     Team with the Operations and Business Management teams to monitor, assess and accurately report, both internally and externally, on project cost, schedule, risks, and opportunities
  •     Participate in proposal preparation as an integral member of the team with special emphasis on reviewing contract terms and risks, and assisting the proposal manger to develop mitigation strategies for proposal submittals
  •     Assist with the cost and pricing of new proposals
  •     Oversee the evaluation of contract performance to determine the necessity for amendments or extensions of contracts, and compliance to contractual obligations
  •     Ensure final contract documents are consistent with agreements reached at negotiations
  •     Assist in training about contract practices and negotiations to company personnel

  • Monitor resource capability and capacity, complexity of proposals and contracts and assign and direct resource appropriately, appraising performance and guiding professional development, rewarding and disciplining employees
  • Evaluate and track performance of the team against goals and address performance issues
  • Address employee relations issues and resolve problems. Approve actions on human resources matters, including salary administration
  • Effectively collaborate with management team to manage project and team-related challenges
  • Contribute to discussions on implementation of Proposals and Contracts strategy on a global basis and implement objectives as appropriate
  • Ensure staff have a consistent understanding and positive impression of business strategy for regional and global objectives
  • Contribute to strategic, quality or process initiatives, and support implementation of changes
  • Full financial responsibility and accountability for team(s), responsible for monitoring growth and performance
  • May take a proactive role in developing long standing relationships with preferred IQVIA customers, and may take a leadership role in bid defense strategy and planning, as appropriate
  • Drive quality outputs and improve proposal, budgeting and contracting standards, and ensure compliance
  • Identifies opportunities for change, and leads change by removing barriers and resistance and promoting the benefits of change
  • Provide advice, support, guidance and training as needed and serve as mentor to colleagues
  • Negotiate contractual documents, in consultation with Legal and / or Finance as required
  • Perform other duties as assigned

Qualifications

  • Bachelor's Degree Bachelor's Degree in Business, Marketing or other directly related field
  • A minimum of 12+ years experience in Contracts Management, Business Development, Proposal and/or Budget preparation for Director level consideration/8-10+ years experience in Contracts Management, Business Development, Proposal and/or Budget preparation for Associate Director level consideration
  • Experience and knowledge of the Federal Acquisition Regulation (FAR) and DoD FAR Supplement
  • Experience with all contract types, including fixed-price, T&M, cost reimbursable, government-wide acquisition contracts, GSA Schedules, and IDIQs
  • FAR Commercial Product and Commercial Service experience
  • Experience with Organizational Conflict of Interest (OCI) terms and mitigation plans
  • Experience with reviewing terms and conditions and statements of work for areas of risk and risk mitigation
  • Ability to prepare and interpret budgets and use pricing models
  • Ability to interpret RFPs and protocols
  • Superior knowledge of contracts and proposals processes
  • Superior knowledge of manipulating costing models
  • Excellent motivation, team-building, and leadership skills
  • Superior computer, analytical, and organization skills
  • Strong planning and project management skills
  • Excellent communication (both verbal and written), presentation and negotiation skills
  • Ability to establish and maintain effective working relationships with coworkers, managers and customers
  • Knowledge of CRO Industry preferred
  • Excellent knowledge of Microsoft Excel, Word and understanding of costing models
  • Excellent knowledge of contract, proposals and budget processes and ability to interpret budgets and protocols
  • Possess strong analytical skills and excellent verbal and written communication skills
  • Ability to establish and maintain effective working relationships with coworkers, managers and customers

The potential base pay range for this role, when annualized, is $134,000.00 - $228,200.00. The actual base pay offered may vary based on a number of factors including job-related qualifications such as knowledge, skills, education, and experience; location; and/or schedule (full or part-time). Dependent on the position offered, incentive plans, bonuses, and/or other forms of compensation may be offered, in addition to a range of health and welfare and/or other benefits.
