Job Responsibilities
  • Manage independently the Purchasing Team of Singapore, ensuring support to SG Manufacturing Operation is provided adequately and effectively and to meet the business needs of SG Manufacturing Site as well as those of Global Procurement Goals and Objectives.
  • Work closely with Operation Team to meet customer expectations in ensuring material is available to Singapore Manufacturing Sites.
  • Manage, control and direct Staff and activities in purchasing function to support Singapore Operations. Train, guide and motivate Purchasing Team to high work performance standards.
  • Develop, implement and maintain procurement policies, procedures and material control to ensure compliance are adhered to in the day to day activities.
  • Support supplier's issue from Materials Management team on any materials shortages, quality deficiencies, price inflation and/or other suppliers affecting materials availability and assurance of supply.
  • Manage Key Suppliers to achieve delivery performance and negotiate with suppliers to ensure optimum cost competitiveness.
  • Responsible in generating and driving Cost Saving activities and pipeline. Explore alternative sources to mitigate price, supply and quality risk.
  • Support Material Excess and Obsolescence (E&O) negotiation and mitigation when needed.
  • Manage and negotiate Price Inflation with suppliers and call out to Global Category Manager if need to.
  • Maintain and ensure systems and procedures in Procurement Department are in compliance with SOX, ISO13485, MDSAP, FDA 21CFR Part 820, IVDR, ISO9001, ISO14001, ISO45001 and other regulatory requirements.
  • Conduct Quality Audit at supplier Sites where appropriate and report discrepancy and follow up actions with the suppliers.
  • Support new product introduction (NPI) procurement and negotiate best terms and conditions before sustaining phase.

Qualification, Experiences, Competencies
  • Diploma/BSc in Production Engineering or Business Studies or equivalent with min 10 years experience in Purchasing or Materials Management
  • Excellent interpersonal, communication and presentation skills to manage relationships with Strategic Suppliers and all level of people from peers, colleague and Senior Management.
  • Work independently and self-motivated.
  • Knowledge of SAP/ E 1 MRP and PC software applications skills.
  • Good problem solving and independent decision-making ability.
